Inadequate or improper surface preparation.
Failure to use a primer before applying an oil-based or vinyl water-based paint.
Failure to sand baked-on enamel finishes or glossy surfaces before painting.

Remove all loose, peeling paint until you reach the bare metal.
CAUTION: Lead-containing paint is most commonly found in pre-1950 buildings. Before removing
or sanding any paint, check to determine whether the paint contains lead. DO NOT
remove or sand lead paint with out consulting local health officials or a
certified lead abatement contractor.
